Surely Funding is an important aspect but I think it is the desire to accomplish what you have set out to is the most important aspect and you can do anything to do that. One of the successful CEO of an Indian company even asked by Japanese to assemble a TV in one day using the kit to show that TV can be manufactured in India. Obviously he did that and now his company is one of the leading consumer electronics company. Mantra is to believe in yourself.
